			 Department of Veterans Affairs to manage complaints regarding the
			 provision of hospital care and medical services under section 101 of the
			 Veterans Access, Choice, and Accountability Act of 2014.</official-title></form>
	<legis-body display-enacting-clause="yes-display-enacting-clause">
 <section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Choice Program Resolution Act</short-title></quote>.</text>
		</section><section id="id7E3F6EF4901B4FC6BDEDA6527BC220F9"><enum>2.</enum><header>Establishment of position of Choice Program Ombudsman</header>
 <subsection id="id66736D8A369846938F8409C55BF833E8"><enum>(a)</enum><header>In general</header><text>The Veterans Access, Choice, and Accountability Act of 2014 (<external-xref legal-doc="public-law" parsable-cite="pl/113/146">Public Law 113–146</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/38/1701">38 U.S.C. 1701</external-xref> note) is amended by inserting after section 101 the following new section:</text>
				<quoted-block display-inline="no-display-inline" id="idE71C8F3F8EB2447C8F954E22C592709B" style="OLC">
					<section id="id445B3BAC4829443B8AC39147AE011DD2"><enum>101A.</enum><header>Choice Program Ombudsman</header>
 <subsection id="id700E2A3EDAB24F058546931A3174AFFA"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Inspector General of the Department of Veterans Affairs shall select, from among employees of the Office of Inspector General of the Department of Veterans Affairs, a Choice Program Ombudsman to manage complaints regarding the provision of hospital care and medical services under section 101.</text>
 </subsection><subsection id="idE40EB7C449424CBDB8132F238A408721"><enum>(b)</enum><header>Duties</header><text>The Choice Program Ombudsman shall do the following:</text> <paragraph id="id318b5e64fefc4e0abf6c7d0e9383f75e"><enum>(1)</enum><text>Serve as a central collection point to receive complaints from veterans, individuals acting on behalf of veterans (including family members and caregivers), employees of the Department of Veterans Affairs, and non-Department health care providers with respect to the following:</text>
 <subparagraph id="idbb3d171a2ad144f88bf9374768d37069"><enum>(A)</enum><text>Problems with scheduling veterans to obtain hospital care or medical services under section 101.</text> </subparagraph><subparagraph id="id34875a61557648919c226a4fe1f51a2c"><enum>(B)</enum><text>Problems with authorizing such care or services under such section.</text>
 </subparagraph><subparagraph id="ide94b88eebf4747d7862e4094439064d6"><enum>(C)</enum><text>With respect to non-Department health care providers, problems with enrolling with the Department to provide such care or services under such section.</text>
 </subparagraph><subparagraph id="idfb2dbb9d54684811828420b3fcdc76d4"><enum>(D)</enum><text>Problems with copayments and reimbursements under such section.</text> </subparagraph><subparagraph id="id395c0f11238741c6a2458941c73fc475"><enum>(E)</enum><text>Problems with coordinating such care or services between the Department and non-Department health care providers.</text>
 </subparagraph></paragraph><paragraph id="idb76fa11267014f42bf7a461a6ff2ffb7"><enum>(2)</enum><text>Establish a methodology to resolve complaints described in paragraph (1).</text> </paragraph><paragraph id="id3420902c8c534d699b0c7c01db96c533"><enum>(3)</enum><text>Submit to the Committee on Veterans’ Affairs of the Senate and the Committee on Veterans’ Affairs of the House of Representatives a quarterly report on activities conducted under this section, including the following information:</text>
 <subparagraph id="idc8673bcd69ad402e877b68c47521c1ee"><enum>(A)</enum><text>The total number of complaints received under this section.</text> </subparagraph><subparagraph id="id3303f0d78d174ae3940693ac12cdd37c"><enum>(B)</enum><text>The total number of such complaints that have been resolved and the total number of such complaints that are pending.</text>
 </subparagraph><subparagraph id="id6BD1B1A5A90843A7AD5A4843FC2B52C9"><enum>(C)</enum><text>With respect to every other report submitted under this paragraph, beginning with the first such report, the findings or recommendations of the Choice Program Ombudsman for resolving systemic problems with the provision of hospital care and medical services under section 101, including recommendations to improve the implementation of such section in rural and highly rural areas and for veterans who are members of Indian tribes.</text>
 </subparagraph></paragraph></subsection><subsection id="id86d619df46f34932a139bb74431d3ca6"><enum>(c)</enum><header>Complaint submission process</header><text>The Secretary of Veterans Affairs shall publish on a publicly available Internet website of the Department, and a publicly available Internet website of the Office of Inspector General of the Department, information regarding the process for submitting a complaint to the Choice Program Ombudsman under this section.</text>
 </subsection><subsection id="idAA763FD379A6423199D7410CB524C734"><enum>(d)</enum><header>Sunset</header><text>This section shall terminate on the earlier of—</text> <paragraph id="id6D7B2D4F60624B62A055D54A8546FEE5"><enum>(1)</enum><text>the termination date specified in section 101(p); or</text>
 </paragraph><paragraph id="idB65F19F334E24EA199FE90086F198009"><enum>(2)</enum><text>the date that is 10 years after the date of the enactment of the <short-title>Veterans Choice Program Resolution Act</short-title>.</text> </paragraph></subsection><subsection id="id22d9c6261312489b86bc821878d7cfad"><enum>(e)</enum><header>Indian tribe defined</header><text>In this section, the term <term>Indian tribe</term> has the meaning given that term in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/450b">25 U.S.C. 450b</external-xref>).</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="idFD665283F34645B69BACFD644A1DC7C3"><enum>(b)</enum><header>Clerical amendment</header><text>The table of contents at the beginning of the Veterans Access, Choice, and Accountability Act of 2014 is amended by inserting after the item relating to section 101 the following new item:</text>
