	<preamble>
 <whereas><text>Whereas the field of artificial intelligence (AI) was initiated by a single question, <quote>Can machines think?</quote>, has made significant advancement since the 1950s, and today touches every aspect of American society;</text>
 </whereas><whereas><text>Whereas AI has demonstrated increasing competency in areas as diverse as image and speech recognition, autonomous driving, and the mastery of complex games;</text>
 </whereas><whereas><text>Whereas AI has the potential to transform the economy and dramatically alter industries including health care, retail, finance, energy, transportation, law, education, and manufacturing over the coming years;</text>
 </whereas><whereas><text>Whereas the development and use of AI has the potential to enhance wellbeing, foster economic growth, and improve care and services for many people;</text>
 </whereas><whereas><text>Whereas the far-reaching societal impacts of AI necessitates its safe, responsible, and democratic development; and</text>
 </whereas><whereas><text>Whereas the leaders of the G7 have committed to the Charlevoix Common Vision for the Future of Artificial Intelligence: Now, therefore, be it</text></whereas></preamble>

 <section display-inline="yes-display-inline" id="HBC8706C1A64B403C9C4A8BE3F7ED3644" section-type="undesignated-section"><enum></enum><text display-inline="yes-display-inline">That the House of Representatives supports the development of guidelines for the ethical development of artificial intelligence (AI), in consultation with diverse stakeholders, and consonant with the following aims of:</text>
 <paragraph id="HA81ABA38CBB64CFDAB580B503D894911"><enum>(1)</enum><text>Engagement among industry, government, academia, and civil society.</text> </paragraph><paragraph id="H6260E817E6444577913B836678263552"><enum>(2)</enum><text>Transparency and explainability of AI systems, processes, and implications.</text>
 </paragraph><paragraph id="HDFDA35C40F0C40C189BBC765F3E38878"><enum>(3)</enum><text>Helping to empower women and underrepresented or marginalized populations.</text> </paragraph><paragraph id="HD7F6BB2558E341128E1CC6DE4C65C72B"><enum>(4)</enum><text>Information privacy and the protection of one’s personal data.</text>
 </paragraph><paragraph id="H4D9B9860C494448383EB756CA20FC708"><enum>(5)</enum><text>Career opportunity to find meaningful work and maintain a livelihood.</text> </paragraph><paragraph id="H76AA01B912FC41B793250386CCC72D06"><enum>(6)</enum><text>Accountability and oversight for all automated decisionmaking.</text>
 </paragraph><paragraph id="H15E79E781DEF4028A81EA930CC8B13F0"><enum>(7)</enum><text>Lifelong learning in STEM, social sciences, and humanities.</text> </paragraph><paragraph id="H9F7C52C905D14D21A29A6CA1704AA3A8"><enum>(8)</enum><text>Access and fairness regarding technological services and benefits.</text>
 </paragraph><paragraph id="H47AEC7EBED7545FE8663C54D82F46CFF"><enum>(9)</enum><text>Interdisciplinary research about AI that is safe and beneficial.</text> </paragraph><paragraph id="HCB293EF63B064C688E157ED985B9EB25"><enum>(10)</enum><text>Safety, security, and control of AI systems now and in the future.</text>
