       H.R. 108.
       Congress has the power to enact this legislation pursuant 
     to the following:
       The authority granted to Congress to regulate patent and 
     intellectual property law is derived from Article I, Section 
     8, clause 8 of the Constitution, providing the legislature 
     with the power to ``promote the progress of science and 
     useful arts, by securing for limited times to authors and 
     inventors the exclusive right to their respective writings 
     and discoveries.'' Further, the Necessary and Proper Clause 
     found in Article I, Section 8, clause 18, provides Congress 
     with the power to ``make all laws which shall be necessary 
     and proper for carrying into execution the foregoing powers, 
     and all other powers vested by this Constitution in the 
     government of the United States, or in any department or 
     officer thereof.''
