       Congress has the power to enact this legislation pursuant 
     to the following:
       The Fourteenth Amendment, Section 1 [Rights Gauranteed]; . 
     . . the means employed to effect its exercise may be neither 
     arbitrary nor oppressive but must bear areal and substantial 
     relation to an end that is public, specifically, the public 
     health, safety, or morals, or some other aspect of the 
     general welfare.
