            By Mr. VARGAS:
        H.R. 928.
        Congress has the power to enact this legislation pursuant 
     to the following:
       (1) To establish a uniform Rule of Naturalization, as 
     enumerated in Article I, Section 8,Clause 4 of the U.S. 
     Constitution;
       (2) To raise and support armies, but no appropriation of 
     money to that use shall be for a longer term than two years, 
     as enumerated in Article I, Section 8, Clause 12 of the U.S. 
     Constitution;
       (3) To provide and maintain a navy, as enumerated in 
     Article I, Section 8, Clause 13 of the U.S. Constitution; and
       (4) To make rules for the government and regulation of the 
     land and naval forces, as enumerated in Article I, Section 8, 
     Clause 14 of the U.S. Constitution.
       (5) To make all laws which shall be necessary and proper 
     for carrying into execution the foregoing powers, and all 
     other powers vested by this Constitution in the government of 
     the United States, or in any department or officer thereof, 
     as enumerated in Article I, Section 8, Clause 18 of the U.S. 
     Constitution.
