       H.R. 1029.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8, Clause 3:
       The Congress shall have power to regulate commerce with 
     foreign nations, and among the several states, and with 
     Indian tribes. and
       Article I, Section 8, Clause 18:
       The Congress shall have power to make all Laws which shall 
     be necessary and proper for carrying into Execution the 
     foregoing Powers, and all other Powers vested by this 
     Constitution in the Government of the United States, or in 
     any Department of Officer thereof.
