        H.R. 1190.
        Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8, Clause 4 (the Naturalization Clause) 
     and Section 5 of Amendment XIV (the Enforcement Clause). In 
     Oregon v. Mitchell, the Supreme Court declared that Congress 
     may ban state actions

     that violate the Fourteenth Amendment. Furthermore, in the 
     Chamber of Commerce v. Whiting and Cox v. Shalala, the 
     Supreme Court found that state laws are preempted if they 
     conflict with federal law.
