       H.R. 2258.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Pursuant to Clause I of Section 8 of Article I of the 
     United States Constitution, specifically Clause 1 (relating 
     to providing for the general welfare of the United States) 
     and Clause 18 (relating to the power to make all laws 
     necessary and proper for carrying out the powers vested in 
     Congress), and Article IV, Section 3, Clause 2 (relating to 
     the power of Congress to dispose of and make all needful 
     rules and regulations respecting the territory or other 
     property belonging to the United States).
