                  COMMENDING THE GOVERNMENT OF CANADA

  Mr. KENNEDY. Madam President, I ask unanimous consent that the Senate 
proceed to the consideration of Calendar No. 61, S. Res. 96.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  The clerk will report the resolution by title.
  The legislative clerk read as follows:

       A resolution (S. Res. 96) commending the Government of 
     Canada for upholding the rule of law and expressing concern 
     over actions by the Government of the People's Republic of 
     China in response to a request from the United States 
     Government to the Government of Canada for the extradition of 
     a Huawei Technologies Co., Ltd. executive.

  There being no objection, the Senate proceeded to consider the 
resolution.
  Mr. KENNEDY. I ask unanimous consent that the resolution be agreed 
to, the preamble be agreed to, and the motions to reconsider be 
considered made and laid upon the table.
