     EXPRESSING SUPPORT FOR THE DESIGNATION OF OCTOBER 28, 2019 AS 
             ``HONORING THE NATION'S FIRST RESPONDERS DAY''

  Mr. McCONNELL. Mr. President, I ask unanimous consent that the Senate 
proceed to the immediate consideration of Calendar No. 108, S. Con. 
Res. 15.
  The PRESIDING OFFICER. The clerk will report the resolution by title.
  The legislative clerk read as follows:

       A concurrent resolution (S. Con. Res. 15) expressing 
     support for the designation of October 28, 2019, as 
     ``Honoring the Nation's First Responders Day''.

  There being no objection, the Senate proceeded to consider the 
resolution.
  Mr. McCONNELL. Mr. President, I ask unanimous consent that the 
concurrent resolution be agreed to, the preamble be agreed to, and the 
motion to reconsider be considered made and laid upon the table with no 
intervening action or debate.
