     bill S. 1790, to authorize appropriations for fiscal year 
     2020 for military activities of the Department of Defense, 
     for military construction, and for defense activities of the 
     Department of Energy, to prescribe military personnel 
     strengths for such fiscal year, and for other purposes; which

     the Federal Election Campaign Act of 1971 to clarify the 
     obligation to report acts of foreign election influence and 
     require implementation of compliance and reporting systems by 
     Federal campaigns to detect and report such acts; which was 
     referred to the Committee on Rules and Administration.
       SA 846. Mr. BROWN (for himself and Mr. Portman) submitted 
     an amendment intended to be proposed to amendment SA 764 
     proposed by Mr. Inhofe to the bill S. 1790, to authorize 
     appropriations for fiscal year 2020 for military activities
