   FINANCIAL SERVICES AND GENERAL GOVERNMENT APPROPRIATIONS ACT, 2020

  The SPEAKER pro tempore (Ms. Fudge). Pursuant to House Resolution 460 
and rule XVIII, the Chair declares the House in the Committee of the 
Whole House on the state of the Union for the further consideration of 
the bill, H.R. 3351.

                     In the Committee of the Whole

  Accordingly, the House resolved itself into the Committee of the 
Whole House on the state of the Union for the further consideration of 
the bill (H.R. 3351) making appropriations for financial services and 
general government for the fiscal year ending September 30, 2020, and 
for other purposes, with Ms. DeGette (Acting Chair) in the chair.
  The Clerk read the title of the bill.
  The Acting CHAIR. When the Committee of the Whole rose earlier today, 
amendment No. 10 printed in House Report 116-126 offered by the 
gentleman from New Jersey (Mr. Pascrell) had been disposed of.

  The Acting CHAIR. Pursuant to clause 6 of rule XVIII, proceedings 
will now resume on those amendments printed in part B of House Report 
116-126 on which further proceedings were postponed in the following 
order:
  Amendment No. 3 by Mr. King of Iowa.
  Amendment No. 4 by Ms. Norton of the District of Columbia.
  The Chair will reduce to 2 minutes the minimum time for any 
electronic vote after the first vote in this series.
