            PROTOCOL AMENDING THE TAX CONVENTION WITH JAPAN

  Mr. McCONNELL. Mr. President, I move to proceed to executive session 
to consider Calendar No. 3, treaty document No. 114-1.
  The PRESIDING OFFICER. The question is on agreeing to the motion.
  The motion was agreed to.
  The PRESIDING OFFICER. The treaty will be stated.
  The senior assistant legislative clerk read as follows:

       Treaty document No. 114-1, Protocol Amending the Tax 
     Convention with Japan.


                           Amendment No. 914

  Mr. McCONNELL. I have an amendment at the desk, and I ask the clerk 
to report it.
  The PRESIDING OFFICER. The clerk will report the amendment.
  The senior assistant legislative clerk read as follows:

       The Senator from Kentucky [Mr. McConnell] proposes an 
     amendment numbered 914 to treaty document No. 114-1.

  The amendment (No. 914) is as follows:

       At the end add the following.
       ``This Treaty shall be effective 1 day after ratification''

  Mr. McCONNELL. I ask for the yeas and nays on my amendment.
