   SERVICES, AND EDUCATION, AND RELATED AGENCIES FOR THE FISCAL YEAR 
              ENDING SEPTEMBER 30, 2020--MOTION TO PROCEED

  Mr. McCONNELL. Mr. President, I move to proceed to Calendar No. 140, 
H.R. 2740.
  The PRESIDING OFFICER. The clerk will report the motion.
  The senior assistant legislative clerk read as follows:

       Motion to proceed to Calendar No. 140, H.R. 2740, a bill 
     making appropriations for the Departments of Labor, Health 
     and Human Services, and Education, and related agencies for 
     the fiscal year ending September 30, 2020.

  Mr. McCONNELL. Mr. President, I send a cloture motion to the desk for 
the motion to proceed.

     do hereby move to bring to a close debate on the motion to 
     proceed to Calendar No. 140, H.R. 2740, a bill making 
     appropriations for the Departments of Labor, Health and Human 
     Services, and Education, and related agencies for the fiscal 
     year ending September 30, 2020, and for other purposes.
