Harmful Interference in Elections for a Lasting Democracy Act. Had I 
been present, I would have voted ``yea.'' I was also unavoidably 
detained during roll call no. 580, On Agreeing to the Resolution, H. 
Res. 650, Providing for consideration of H.R. 4617, the Stopping 
Harmful Interference in Elections for a Lasting Democracy Act. Had I 
been present, I would have voted ``yea.'' I was also unavoidably
