        H.R. 4901.
        Congress has the power to enact this legislation pursuant 
     to the following:
       The Congress has the power to enact this legislation 
     pursuant to Article IV, Section 3, of the U.S. Constitution, 
     which provide as follows:
       New States may be admitted by the Congress into this Union; 
     . . . The Congress shall have Power to dispose of and make 
     all needful Rules and Regulations respecting the Territory or 
     other Property belonging to the United States
