       H.R. 5143.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 4: ``The times, places and manner of 
     holding elections for Senators and Representatives, shall be 
     prescribed in each state by the legislature thereof; but the 
     Congress may at any time by law make or alter such 
     regulations, except as to the places of choosing Senators.''
       Article 1, Section 8, Clause 3: gives Congress the power 
     ``to regulate commerce with foreign nations, and among the 
     several states, and with the Indian tribes.''
       Amendment XVI: The Congress shall have power to lay and 
     collect taxes on incomes, from whatever source derived, 
     without apportionment among the several States, and without 
     regard to any census or enumeration.
