        H.R. 5881.
        Congress has the power to enact this legislation pursuant 
     to the following:
       Article IV, Section 3, Clause 2 of the Constitution, 
     Congress's authority to make all rules and regulations 
     respecting the Territories and possessions.
       Article I, Section 8, Clause 3 of the Constitution, 
     Congress's authority to regulate commerce with foreign 
     nations, and among the several states, and with the Indian 
     Tribes.
       Article I, Section 8, Clause 18 of the Constitution, 
     Congress's authority to make all laws which shall be 
     necessary and proper for carrying out the powers vested by 
     the Constitution in the Government of the United States.
