                VETERANS' CARE QUALITY TRANSPARENCY ACT

  Mr. McCONNELL. Mr. President, I ask unanimous consent that the Senate 
proceed to the immediate consideration of H.R. 2372, which was received 
from the House.
  The PRESIDING OFFICER. The clerk will report the bill the title.
  The senior assistant legislative clerk read as follows:

       A bill (H.R. 2372) to direct the Comptroller General of the 
     United States to conduct an assessment of all memoranda of 
     understanding and memoranda of agreement between Under 
     Secretary of Health and non-Department of Veterans Affairs 
     entities relating to suicide prevention and mental health 
     services.

  There being no objection, the Senate proceeded to consider the bill.
  Mr. McCONNELL. I ask unanimous consent that the bill be read a third 
time and passed and that the motion to reconsider be considered made 
and laid upon the table.
