        H.R. 8481.
        Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 1: All legislative Powers herein granted 
     shall be vested in a Congress of the United States, which 
     shall consist of a Senate and House of Representatives.
       Article I, Section 8: To make all Laws which shall be 
     necessary and proper for carrying into Execution the 
     foregoing Powers, and all other Powers vested by this 
     Constitution in the Government of the United States, or in 
     any Department or Officer thereof.
       Article II, Section 2: the Congress may by Law vest the 
     Appointment of such inferior Officers, as they think proper, 
     in the President alone, in the Courts of Law, or in the Heads 
     of Departments.
