   CONGRATULATING DR. JOYCE E. WIPF ON RECEIVING THE WORTHEN CAREER 
                           ACHIEVEMENT AWARD

  Mr. SMITH of Washington. Madam Speaker, it is my privilege to rise to 
congratulate Joyce E. Wipf, M.D. on receiving the 2020 Worthen Career 
Achievement Award, which recognizes her as an outstanding health 
professions trainee education champion whose lifetime contributions 
have profoundly advanced and impacted the educational mission of the 
Veterans Health Administration.
  Dr. Wipf is a first-generation college graduate who always wanted to 
be a teacher. She found ways to integrate her passion for teaching with 
her career in medicine. While completing her medical residency she 
began developing the Resident to Teacher curriculum to help second-year 
residents become better educators. Now, nearly 30 years later, Resident 
to Teacher programs continue to help residents in hospitals across the 
country.
  Dr. Wipf also led the effort to establish VA Puget Sound's Center of 
Excellence in Primary Care with the University of Washington School of 
Medicine and School of Nursing. The Center of Excellence takes an 
interdisciplinary approach to improving health care services for 
Veterans by creating a collaborative program that includes a range of 
fields and experience from internal medicine to social work and interns 
to fellows.
  Veterans who receive their medical care from the VA Puget Sound 
Health Care System are very lucky to have someone who has dedicated 
their career to improving health care services for our nation's 
veterans, while simultaneously preparing the next generation of health 
professionals. It is truly remarkable that Dr. Wipf has combined her 
passion for teaching and medicine so effectively.
  Madam Speaker, I congratulate Dr. Joyce Wipf on receiving the 2020 
Worthen Career Achievement Award and thank her for improving health 
care for all Veterans.
