was referred to the Committee on Foreign Affairs

CONCURRENT RESOLUTION
Expressing the sense of Congress that the International Criminal Court
should immediately proceed with prosecuting Russian President Vladimir
Putin with war crimes should any harm befall Ukrainian President
Volodymyr Zelenskyy as a result of actions taken or directed by any
Russian entity or authority.
Whereas, on February 24, 2022, Russia launched a large-scale air, land, and sea
attack on the independent and democratic state of Ukraine;
Whereas, on February 25, 2022, Ukrainian President Volodymyr Zelenskyy stated,
``According to the information we have, the enemy has marked me as
target No. 1, my family as target No. 2. They want to destroy Ukraine
politically by destroying the head of state.'';
Whereas President Zelenskyy has remained in Ukraine to fight with Ukrainians
against the Russian invasion;
Whereas President Putin has called Ukraine's democratically elected Government
drug addicts and neo-Nazis;
Whereas Vladimir Putin is serving his fourth term as President of Russia and
could potentially serve until 2036;
Whereas Russian state entities have been linked to the poisoning of several
political dissidents and Russian enemies;
Whereas these poisonings include Ukrainian Presidential candidate Viktor
Yuschenko in 2004, Russian journalist Anna Politkovskaya in 2004, former
Russian Federal Security Service (FSB) officer Alexander Litvinenko in
2006, former Russian FSB officer Sergey Skripal in 2018, and Russian
opposition leader Alexey Navalny in 2020;
Whereas, on February 28, 2022, the International Criminal Court stated it would
open a formal investigation into Russia's invasion of Ukraine;
Whereas International Criminal Court Prosecutor Karim A.A. Khan stated, ``I am
satisfied that there is a reasonable basis to believe that both alleged
war crimes against humanity have been committed in Ukraine . . .'';
Whereas the Rome Statute of the International Criminal Court includes the
Court's jurisdiction over the crime of genocide, crimes against humanity
and war crimes, and the crime of aggression; and
Whereas, on February 20, 2014, Ukraine made a declaration accepting jurisdiction
of the International Criminal Court on an open-ended basis: Now,
therefore, be it
Resolved by the House of Representatives (the Senate concurring),
That it is the sense of Congress that the International Criminal Court
should immediately proceed with prosecuting Russian President Vladimir
Putin with war crimes should any harm befall Ukrainian President
Volodymyr Zelenskyy as a result of actions taken or directed by any
Russian entity or authority.
