A BILL
To amend section 249 of title 18, United States Code, to specify
lynching as a hate crime act.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Emmett Till Antilynching Act''.
SEC. 2. LYNCHING; OTHER CONSPIRACIES.
Section 249(a) of title 18, United States Code, is amended by
adding at the end the following:
``(5) Lynching; other conspiracies.--Whoever conspires to
commit any offense under paragraph (1), (2), or (3), shall--
``(A) if death results from the offense, be
imprisoned for any term of years or for life, fined in
accordance with this title, or both; or
``(B) in any other case, be subject to the same
penalties as the penalties prescribed for the offense
the commission of which was the object of the
conspiracy.''.
