A BILL
To prohibit the Administrator of the Environmental Protection Agency
from imposing a fee on certain facilities for methane emissions.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Marginal Well Protection Act''.
SEC. 2. METHANE FEE FROM PETROLEUM AND NATURAL GAS SYSTEMS.
Notwithstanding any other provision of law, the owner or operator
of a facility that produces less than 15 barrels of oil per day and
less than 90 Mcf of natural gas per day shall not be subject to any fee
imposed by the Administrator of the Environmental Protection Agency in
connection with reporting methane emissions pursuant to subpart W of
part 98 of title 40, Code of Federal Regulations (or any successor
regulations).
