                                 A BILL


 
   To require the Secretary of Labor to issue a notice to the public 
  regarding each enforcement action under the Occupational Safety and 
 Health Act of 1970 that results in large penalties or where multiple 
   violations or repeated other-than-serious violations are present.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Keeping Workers Safe Act''.

SEC. 2. PUBLICIZING LARGE OSHA PENALTIES.

    Section 17 of the Occupational Safety and Health Act of 1970 (29 
U.S.C. 666) is amended by adding at the end the following:
    ``(m) Disclosure of Large Civil Penalties.--
            ``(1) In general.--For each enforcement action against an 
        employer in which the Secretary has assessed civil penalties in 
        an amount greater than $60,000, or where multiple serious or 
        repeated other-than-serious violations are present, the 
        Secretary shall issue a notice to the public regarding the 
        enforcement action not later than 7 days after the date on 
        which the citation is issued.
            ``(2) Distribution.--The Secretary shall ensure that a 
        notice to the public issued under paragraph (1) is distributed 
        to relevant regional and local newspapers in the region in 
        which the employer subject to the enforcement action is 
        located, associated trade or industry organizations, relevant 
        labor organizations, and relevant State and local government 
        entities.''.
