 To prohibit the use of certain Federal funds to facilitate mandatory 
             vaccination programs, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. PROHIBITING USE OF FEDERAL FUNDS TO FACILITATE MANDATORY 
              VACCINATION PROGRAMS.

    (a) In General.--Federal funds made available to a State, or a 
political subdivision thereof, may not be used, directly or indirectly, 
to facilitate a COVID-19 vaccine mandate of such State or political 
subdivision.
    (b) Definitions.--In this section:
            (1) COVID-19 vaccine.--The term ``COVID-19 vaccine'' means 
        a vaccine that is licensed under section 351 of the Public 
        Health Service Act (42 U.S.C. 262) or authorized for emergency 
        use under section 564 of the Federal Food, Drug, and Cosmetic 
        Act (21 U.S.C. 360bbb-3) for COVID-19.
            (2) State.--The term ``State'' means each State of the 
        United States, the District of Columbia, and each commonwealth, 
        territory, or possession of the United States.
