                                 A BILL


 
   To prohibit payments from the Judgment Fund to aliens who are not 
          lawful permanent residents, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Ending Payments to Non-American 
Citizens Act''.

SEC. 2. LIMITATION ON JUDGMENT FUND PAYMENTS TO ALIENS.

    No funds from the Judgment Fund may be made available to an alien 
who is not a lawful permanent resident, unless specifically authorized 
by law.
