Mr. Katko (for himself and Mr. Thompson of Mississippi) introduced the 
following bill; which was referred to the Committee on Armed Services, 
and in addition to the Committees on Foreign Affairs, and Intelligence 
 (Permanent Select), for a period to be subsequently determined by the 
  Speaker, in each case for consideration of such provisions as fall 
           within the jurisdiction of the committee concerned

                                 A BILL


 
  To amend the National Security Act of 1947 to require the National 
  Security Council's membership to include the Secretary of Homeland 
                               Security.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``National Security Council Membership 
Act of 2021''.

SEC. 2. NATIONAL SECURITY COUNCIL MEMBERSHIP.

    Paragraph (1) of section 101(c) of the National Security Act of 
1947 (50 U.S.C. 3021) is amended by inserting ``the Secretary of 
Homeland Security,'' after ``the Secretary of the Treasury,''.
