Mr. Moulton (for himself and Mrs. Trahan) introduced the following
bill; which was referred to the Committee on Veterans' Affairs, and in
addition to the Committee on Transportation and Infrastructure, for a
period to be subsequently determined by the Speaker, in each case for
consideration of such provisions as fall within the jurisdiction of the
committee concerned

A BILL
To amend the Servicemembers Civil Relief Act to make a violation of
such Act, relating to the enforcement of a storage lien, a felony.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. INCREASED PENALTIES FOR ENFORCEMENT OF A STORAGE LIEN IN
VIOLATION OF THE SERVICEMEMBERS CIVIL RELIEF ACT.
Section 307(c) of the Servicemembers Civil Relief Act (50 U.S.C.
3958(c)) is amended--
(1) in the heading, by striking ``Misdemeanor'' and
inserting ``Criminal Penalties'';
(2) by striking all that follows ``so'' and inserting an em
dash; and
(3) by adding at the end the following new paragraphs:
``(1) shall be fined as provided in title 18, or imprisoned
for not more than one year, or both; or
``(2) after a prior conviction under this section has
become final, shall be fined as provided in title 18, or
imprisoned for not more than three years, or both.''.
