A BILL
To direct the President to transmit to Congress a plan to address
rising energy prices in the United States, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Make Energy Affordable Act''.
SEC. 2. PLAN TO ADDRESS RISING ENERGY PRICES.
(a) Report.--Not later than December 31, 2021, the President, in
consultation with the Secretary of Energy, the Secretary of the
Interior, the Secretary of Labor, the Administrator of the Energy
Information Administration, the Federal Energy Regulatory Commission,
and the Administrator of the Environmental Protection Agency shall
develop and transmit to Congress a report on rising energy prices in
the United States that includes--
(1) information on--
(A) if higher energy prices have led to increases
in consumer prices across the economy; and
(B) how many energy sector jobs in the United
States have been lost since January 1, 2021, and the
outlook for such jobs in the coming years;
(2) a description of specific actions that Federal agencies
are currently taking, or are planning to take in the immediate
future--
(A) to address rising energy prices and energy
supply shortages;
(B) to increase oil and natural gas production in
the United States; and
(C) to streamline permitting processes for energy
projects;
(3) a list of each energy project for which a final
decision on an application submitted for a Federal permit or
other approval has not been issued;
(4) a list of each energy project that has received Federal
approval and for which State or local approval is pending;
(5) analyses and projections for residential and commercial
electricity and fuel prices for the next 12 months;
(6) an assessment of recent Federal actions, regulations,
and policies that may be causing or contributing to energy
price increases, including assessment of the impacts on energy
prices of revoking the permit for the Keystone XL pipeline,
imposing a moratorium on fossil energy development on Federal
lands and waters, reinstating a ban on crude oil exports, and
releasing petroleum products from the Strategic Petroleum
Reserve; and
(7) a plan to address rising energy prices in the United
States that--
(A) considers all energy sources; and
(B) includes regulatory reforms and other Federal
actions to--
(i) reduce the energy burden of households,
including the high energy burden that minority
and low-income families disproportionately
face;
(ii) streamline the permitting process for,
and delivery of, energy projects; and
(iii) ensure the energy independence of the
United States.
(b) Forecasts.--
(1) Monthly updates.--Not later than 1 month after the date
of enactment of this Act, and monthly thereafter, the President
shall provide to the Committee on Energy and Commerce of the
House of Representatives and the Committee on Energy and
Natural Resources of the Senate forecasts, for the next 6
months and the next 12 months, for--
(A) residential energy price trends;
(B) impacts of energy prices on low-income
households; and
(C) actions by Federal agencies to mitigate energy
price increases, including actions to identify and
address energy supply shortages.
(2) Comparison included.--In carrying out paragraph (1),
the President shall provide--
(A) forecasts using current Federal policies and
laws; and
(B) a description of the potential impacts on such
forecasts if proposed Federal polices and legislation,
including international climate commitments submitted
by the United States, are implemented or enacted.
