 introduced the following bill; which was referred to the Committee on

                                 A BILL


 
   To prohibit the provision of Federal funds to a local educational 
agency unless in-person instruction is available to all students at the 
                     schools served by the agency.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. PROHIBITION ON FEDERAL FUNDS FOR CERTAIN LOCAL EDUCATIONAL 
              AGENCIES.

    (a) In General.--No Federal funds shall be provided to a local 
educational agency unless in-person instruction is available to all 
students at each public elementary school and secondary school under 
the jurisdiction of the local educational agency.
    (b) Definitions.--In this Act, the terms ``elementary school'', 
``local educational agency'', and ``secondary school'' have the 
meanings given such terms in section 8101 of the Elementary and 
Secondary Education Act of 1965 (20 U.S.C. 7801).
