 To amend the Frank LoBiondo Coast Guard Authorization Act of 2018 to 
include the St. Lawrence River and other river systems in the scope of 
    functions of the Center of Expertise for Great Lakes Oil Spill 
           Preparedness and Response, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``St. Lawrence River and Great Lakes 
Waterways Protection Act''.

SEC. 2. CENTER OF EXPERTISE FOR GREAT LAKES OIL SPILL SEARCH AND 
              RESPONSE.

    Section 807(d) of the Frank LoBiondo Coast Guard Authorization Act 
of 2018 (14 U.S.C. 313 note(d)) is amended to read as follows:
    ``(d) Definition.--In this section, the term `Great Lakes' means 
Lake Ontario, Lake Erie, Lake Huron (including Lake St. Clair), Lake 
Michigan, Lake Superior, and the connecting channels (Saint Mary's 
River, Saint Clair River, Detroit River, Niagara River, and Saint 
Lawrence River to the Canadian border).''.
