A BILL
To direct the Administrator of the Federal Emergency Management Agency
to designate breast pumps and certain lactation supplies as eligible
for certain financial assistance, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Delivering Essentials to Mothers
Amid Natural Disasters Act of 2022'' or the ``DEMAND Act of 2022''.
SEC. 2. BREASTFEEDING SUPPLIES AND SUPPORT SERVICES.
(a) In General.--Not later than 90 days after the date of the
enactment of this Act, the Administrator of the Federal Emergency
Management Agency, in consultation with the Co-chairs of the Federal
Interagency Breastfeeding Workgroup, shall include breast pumps, other
lactation supplies appropriate for use in emergency settings, other
equipment necessary to support the safe use of such breast pumps, and
services by lactation support providers as eligible for financial
assistance under section 408(e) of the Robert T. Stafford Disaster
Relief and Emergency Assistance Act (42 U.S.C. 5174(e)).
(b) Lactation Support Providers Defined.--In this section, the term
``lactation support providers'' includes breastfeeding and lactation
educators or counselors, including a lactation consultant,
breastfeeding counselor, breastfeeding peer counselor, or lactation
educator, without regard to the type of license or certification such
individual holds.
