                                 A BILL


 
 To direct the Secretary of Veterans Affairs to seek to enter into an 
  agreement with a nongovernmental entity to conduct an audit of the 
       health care system of the Department of Veterans Affairs.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Independent VA Audit Act''.

SEC. 2. AUDIT OF HEALTH CARE SYSTEM OF THE DEPARTMENT OF VETERANS 
              AFFAIRS.

    (a) Audit.--The Secretary of Veterans Affairs shall seek to enter 
into an agreement with a nongovernmental entity to conduct an audit of 
the health care system of the Department of Veterans Affairs, including 
with respect to the timeliness of available appointments for veterans 
to receive hospital care and medical services.
    (b) Submission.--Not later than December 31, 2023, the Secretary 
shall submit to the Committees on Veterans' Affairs of the House of 
Representatives and the Senate the audit conducted under subsection 
(a).
