A BILL
To prohibit the Internal Revenue Service from hiring enforcement
personnel until processing of certain individual tax returns is
completed.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Internal Revenue Service Processing
Returns Instead Of Removing Innocent Taxpayers' Income Every Season Act
of 2022'' or the ``IRS PRIORITIES Act of 2022''.
SEC. 2. PROHIBITION ON HIRING OF ENFORCEMENT PERSONNEL.
(a) In General.--Notwithstanding any other provision of law, the
Secretary of the Treasury (or the Secretary's delegate) may not hire
new enforcement personnel until all individual tax returns from tax
year 2019 and 2020 are processed.
(b) Enforcement Personnel.--For purposes of this section, the term
``enforcement personnel'' means employees of the Internal Revenue
Service who are--
(1) special agents in the criminal investigation division,
(2) revenue officers, or
(3) revenue agents.
