Florida, and Ms. Castor of Florida) introduced the following bill;
which was referred to the Committee on Transportation and
Infrastructure, and in addition to the Committee on Energy and
Commerce, for a period to be subsequently determined by the Speaker, in
each case for consideration of such provisions as fall within the
jurisdiction of the committee concerned

A BILL
To amend the Robert T. Stafford Disaster Relief and Emergency
Assistance Act to include algal blooms in the definition of a major
disaster, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Protecting Communities from Harmful
Algal Blooms Act''.
SEC. 2. ALGAL BLOOMS.
Section 102(2) of the Robert T. Stafford Disaster Relief and
Emergency Assistance Act (42 U.S.C. 5122(2)) is amended by striking
``or drought'' and inserting ``drought, or algal blooms''.
SEC. 3. IMPACTS OF ALGAL BLOOMS ON AIR QUALITY.
Not later than 365 days after the date of enactment of this Act,
the Director of the Centers for Disease Control and Prevention shall
submit to the Committee on Environment and Public Works of the Senate,
the Committee of Commerce, Science, and Transportation of the Senate,
the Committee on Energy and Natural Resources of the Senate, the
Committee on Oversight and Reform of the House of Representatives, the
Committee on Science, Space, and Technology of the House of
Representatives, and the Committee on Energy and Commerce of the House
of Representatives a detailed study relating to the health effects of
exposure to cyanotoxins in the air that result from algal blooms.
