introduced the following bill; which was referred to the Committee on
Agriculture

A BILL
To amend the Federal Insecticide, Fungicide, and Rodenticide Act to
prohibit the local regulation of pesticide use, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. PROHIBITING LOCAL REGULATION OF PESTICIDE USE.
Section 24 of the Federal Insecticide, Fungicide, and Rodenticide
Act (7 U.S.C. 136v) is amended--
(1) in the section heading by inserting ``and localities''
after ``states''; and
(2) by adding at the end the following:
``(d) Local Regulation Prohibited.--A political subdivision of a
State shall not impose, or continue in effect, any requirement relating
to the sale, distribution, labeling, application, or use of any
pesticide or device subject to regulation by a State pursuant to this
section or by the Administrator under this Act.''.
