                                 A BILL


 
    To prohibit United States assistance to El Salvador, Guatemala, 
                    Honduras, Mexico, and Nicaragua.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``No Aid for Abetting Illegal 
Immigration Act''.

SEC. 2. PROHIBITION ON UNITED STATES ASSISTANCE TO EL SALVADOR, 
              GUATEMALA, HONDURAS, MEXICO, AND NICARAGUA.

    (a) In General.--The President may not provide assistance under the 
Foreign Assistance Act of 1961 (22 U.S.C. 2151 et seq.) or any other 
Act and allocated for a covered country for a fiscal year unless the 
President determines and certifies to Congress that the country has 
developed and implemented laws and policies that would cease the flow 
of migrants through the country to the United States.
    (b) Covered Country Defined.--In this section, the term ``covered 
country'' means El Salvador, Guatemala, Honduras, Mexico, or Nicaragua.
    (c) Effective Date.--This Act takes effect on the date of the 
enactment of this Act and applies with respect to amounts made 
available under the Foreign Assistance Act of 1961 or any other Act for 
fiscal year 2023 and each subsequent fiscal year.
