 To direct the Secretary of the Army to carry out a study relating to 
  projects to restore the Florida Central Gulf Coastal Shellfish and 
               Seagrass habitat, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. STUDY ON ESTUARY HABITAT RESTORATION PROJECT.

    (a) Study on Florida Central Gulf Coast Shellfish and Seagrass 
Estuary Habitat Project.--Not later than 24 months after the date of 
enactment of this Act, the Secretary shall carry out a study, and 
submit to the Committee on Transportation and Infrastructure of the 
House of Representatives and the Committee on Environment and Public 
Works of the Senate, a report on projects and activities through the 
Director of the Engineer Research and Development Center (ERDC) to 
restore Florida Central Gulf Coastal Shellfish and Seagrass habitat.
    (b) Requirements.--In conducting the study under subsection (a), 
the Secretary shall--
            (1) consult with independent expert scientists and other 
        regional stakeholders with expertise and experience to assist 
        the Secretary; and
            (2) coordinate with Federal, State, and local agencies 
        providing oversight for both short and long-term monitoring of 
        the estuary habitat activities.
    (c) Authorization of Appropriations.--There is authorized to be 
appropriated to carry out this section $2,000,000, to remain available 
until expended.
