                                 A BILL


 
  To require congressional authorization for the drawdown and sale of 
 petroleum products in the Strategic Petroleum Reserve, and for other 
                               purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Strategic Petroleum Reserve Anti-
Exploitation Act''.

SEC. 2. DRAWDOWN AND SALE OF PETROLEUM PRODUCTS.

    Section 161 of the Energy Policy and Conservation Act (42 U.S.C. 
6241) is amended--
            (1) by striking subsection (d) and inserting the following:
    ``(d) Congressional Authorization Required.--The Secretary may not 
draw down and sell petroleum products in the Reserve unless the 
drawdown and sale is authorized by an Act of Congress or joint 
resolution in response to a national emergency.''; and
            (2) by repealing subsection (h).
