Alabama, Mr. Crawford, and Mr. McKinley) introduced the following bill;
which was referred to the Committee on the Judiciary, and in addition
to the Committee on Foreign Affairs, for a period to be subsequently
determined by the Speaker, in each case for consideration of such
provisions as fall within the jurisdiction of the committee concerned

A BILL
To transfer certain funds from the Da Afghanistan Bank to the United
States Victims of State Sponsored Terrorism Fund.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Justice for American Victims Of
Terrorism Act of 2022''.
SEC. 2. TRANSFER OF AFGHAN BANK FUNDS INTO UNITED STATES VICTIMS OF
STATE SPONSORED TERRORISM FUND.
Section 404(e)(2) of title IV of division O of Consolidated
Appropriations Act, 2016 (commonly known as the ``Justice for United
States Victims of State Sponsored Terrorism Act'') (34 U.S.C.
20144(c)(2)) is amended by adding at the end the following:
``(C) Transfer into fund of certain assigned assets
of afghanistan.--All funds of Da Afghanistan Bank that
have been transferred or have been directed to be
transferred into the consolidated account held at the
Federal Reserve Bank of New York pursuant to Section
1(b) of Executive Order 14064 of February 11, 2022,
except for the assets currently regulated by Office of
Foreign Assets Control License No. DABRESERVES-EO-2022-
886895-1 of February 11, 2022.''.
