A BILL
To prohibit the exercise of authorities under the International
Emergency Economic Powers Act with respect to the United Nations and
related organizations.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Multilateral Leadership Act''.
SEC. 2. PROHIBITION ON EXERCISE OF AUTHORITIES UNDER THE INTERNATIONAL
EMERGENCY ECONOMIC POWERS ACT WITH RESPECT TO THE UNITED
NATIONS AND RELATED ORGANIZATIONS.
(a) In General.--Section 203 of the International Emergency
Economic Powers Act (50 U.S.C. 1702) is amended--
(1) by redesignating subsection (c) as subsection (d); and
(2) by inserting after subsection (b) the following:
``(c) United Nations and Related Organizations.--
``(1) In general.--The authority granted to the President
by this section does not include the authority--
``(A) to regulate or prohibit, directly or
indirectly, transactions involving an organization
described in paragraph (2); or
``(B) to block the property or property interests
of a person, including by adding such person to the
list of specially designated nationals and blocked
persons or imposing any similar restriction, for
actions taken in such person's capacity as an official
or expert on mission of an organization described in
paragraph (2).
``(2) Organization described.--An organization described in
this paragraph is--
``(A) the United Nations or any program, fund,
specialized agency, or other entity or body of the
United Nations; or
``(B) an international organization that has
entered into a relationship agreement with the United
Nations.
``(3) Definitions.--In this subsection--
``(A) the term `expert on mission' means an
individual who is considered an expert on mission under
the Convention on Privileges and Immunities of the
United Nations; and
``(B) the term `list of specially designated
nationals and blocked persons' means the list of
specially designated nationals and blocked persons
maintained by the Office of Foreign Assets Control of
the Department of the Treasury.''.
(b) Effective Date.--The amendments made by this section take
effect on the date of the enactment of this Act and apply with respect
to the exercise of the authority granted to the President by section
203 of the International Emergency Economic Powers Act (50 U.S.C. 1702)
on or after such date of enactment.
