                                 A BILL


 
     To amend title 49, United States Code, with respect to length 
  limitations of certain semitrailer or trailers operating in a truck 
    tractor-semitrailer-trailer combination, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Improving Trucking Capacity and 
Efficiency Act''.

SEC. 2. LENGTH LIMITATIONS.

    Section 31111(b)(1)(A) of title 49, United States Code, is amended 
by striking ``or of less than 28 feet on a semitrailer or trailer 
operating in a truck tractor-semitrailer-trailer combination,'' and 
inserting ``or, notwithstanding section 31112, of less than 33 feet on 
a semitrailer or trailer operating in a truck tractor-semitrailer-
trailer combination,''.
