A BILL
To amend title 23, United States Code, with respect to vehicle weight
limitations, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Freedom to Haul Act''.
SEC. 2. VEHICLE WEIGHT LIMITATIONS-INTERSTATE SYSTEM.
Section 127 of title 23, United States Code, is amended by adding
at the end the following:
``(x) Operation of Certain 5 Axle Tractors.--
``(1) In general.--A vehicle limited or prohibited under
this section from operating on a segment of the Interstate
System that is a 5 axle tractor combination vehicle may operate
on such a segment if such vehicle--
``(A) has a gross vehicle weight of 97,000 pounds
or less;
``(B) has 3 rear axles on the tractor of such
vehicle; and
``(C) other than gross vehicle weight, complies
with the single axle, tandem axle, and bridge formula
limits set forth in subsection (a).
``(2) 5 axle tractor combination vehicle defined.--In this
subsection, the term `5 axle tractor combination vehicle' means
a combination vehicle consisting of--
``(A) a 5 axle truck tractor; and
``(B) a semitrailer.''.
