  bill; which was referred to the Committee on Appropriations, and in 
      addition to the Committee on the Budget, for a period to be 
subsequently determined by the Speaker, in each case for consideration 
  of such provisions as fall within the jurisdiction of the committee 
                               concerned

 To make supplemental appropriations to carry out the Low-Income Home 
            Energy Assistance Program for fiscal year 2022.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Home Heating Emergency Funding Act 
of 2022''.

2. SUPPLEMENTAL APPROPRIATIONS FOR LIHEAP.

    The following sums are appropriated, out of any money in the 
Treasury not otherwise appropriated, for fiscal year 2022:

                DEPARTMENT OF HEALTH AND HUMAN SERVICES

                Administration for Children and Families

                   low-income home energy assistance

    For an additional amount for making payments under subsection (b) 
of section 2602 of the Low-Income Home Energy Assistance Act of 1981 
(42 U.S.C. 8621 et seq.), to assist eligible households to meet the 
costs of home energy, $4,000,000,000, to remain available until 
expended: Provided, That each amount provided by this section is 
designated by the Congress as being for an emergency requirement 
pursuant to section 4001(a)(1) and section 4001(b) of S. Con. Res. 14 
(117th Congress), the concurrent resolution on the budget for fiscal 
year 2022: Provided further, That all but $785,000,000 of the amount 
appropriated under this heading shall be allocated as though the total 
appropriation for such payments for fiscal year 2022 was less than 
$1,975,000,000: Provided further, that section 2607(b)(2)(B) of such 
Act (42 U.S.C. 8626(b)(2)(B)) shall not apply to funds made available 
under this heading in this Act in fiscal year 2022.
