   To rescind the funds appropriated to the IRS under the Inflation 
                         Reduction Act of 2022.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``IRS Reduction Act''.

SEC. 2. RESCISSION OF FUNDS FOR IRS.

    The unobligated balances of all amounts appropriated by the 
Inflation Reduction Act of 2022 for enhancement of Internal Revenue 
Service Resources are hereby rescinded.

SEC. 3. REPORT.

    Not later than 90 days after the date of the enactment of this Act, 
the Secretary of the Treasury (or the Secretary's delegate) shall 
submit to Congress a report detailing how the Internal Revenue Service 
plans to improve the efficiency of the procedures and processes of its 
services, including the processing of tax returns.
