A BILL
To amend title 18, United States Code, with respect to murder
perpetrated by a domestic terrorist, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Domestic Terrorist Murder Act (DTMA)
of 2022''.
SEC. 2. MURDER PERPETRATED BY A DOMESTIC TERRORIST.
(a) In General.--Chapter 51 of title 18, United States Code, is
amended by inserting after section 1111 the following:
``SEC. 1111A. DOMESTIC TERRORIST MURDER.
``(a) In General.--Whoever is a member of a criminal street gang
(as defined by section 521) or a covered individual and is guilty of
murder under section 1111 shall be guilty of domestic terrorist murder
and shall be sentenced to death or a term of imprisonment for life
without parole and may not be sentenced to a term of imprisonment less
than 20 years.
``(b) Covered Individual Defined.--In this section, the term
`covered individual' means an individual who is or has been associated
with an organization or group that has caused more than $500,000 in
damages by virtue of protests, riots, or other destructive actions.''.
(b) Table of Contents.--The table of sections for chapter 51 of
title 18, United States Code, is amended by inserting after the matter
involving section 1111 the following:
``1111A. Domestic terrorist murder.''.
