A BILL
To transfer certain amounts authorized to be appropriated for foreign
assistance to the Department of Homeland Security for programs securing
the southern border of the United States, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Border Patrol First Act''.
SEC. 2. TRANSFER REQUIRED.
Of the unobligated balances of amounts made available to the
Department of State for refugee and migration assistance and for
humanitarian assistance in Central America, $240,000,000 shall be
transferred to and merged with amounts made available to the Department
of Homeland Security--
(1) for the programs, projects, and activities of U.S.
Customs and Border Protection along the southern international
border of the United States; and
(2) to reimburse the States of Texas and Arizona for
programs, projects, or activities conducted by such States
relating to securing the southern international border of the
United States.
