A BILL
To amend the USA PATRIOT Act to designate critical infrastructures, and
for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Ensuring America's Critical
Infrastructure Act''.
SEC. 2. CRITICAL INFRASTRUCTURE DEFINED.
Section 1016(e) of the USA PATRIOT Act (42 U.S.C. 5195c(e)) is
amended to read as follows:
``(e) Critical Infrastructure Defined.--In this section, the term
`critical infrastructure'--
``(1) means systems and assets, whether physical or
virtual, so vital to the United States that the incapacity or
destruction of such systems and assets would have a
debilitating impact on security, national economic security,
national public health or safety, or any combination of those
matters; and
``(2) includes the following sectors:
``(A) Chemical.
``(B) Commercial facilities.
``(C) Communications.
``(D) Critical manufacturing.
``(E) Dams.
``(F) Defense industrial base.
``(G) Emergency services.
``(H) Energy.
``(I) Financial services.
``(J) Food and agriculture.
``(K) Government facilities.
``(L) Healthcare and public health.
``(M) Information technology.
``(N) Nuclear reactors, materials, and waste.
``(O) Transportation systems.
``(P) Water and wastewater systems.''.
