A BILL
To direct the National Cyber Director to establish a Cyber Education
Task Force, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Cybersecurity Education Task Force
Act of 2022''.
SEC. 2. CYBER EDUCATION TASK FORCE.
(a) In General.--The National Cyber Director (in this section
referred to as the ``Director'') shall establish a task force to be
known as the Cyber Education Task Force (in this section referred to as
the ``Task Force'').
(b) Duties.--The Task Force shall issue recommendations and
guidance with respect to how to increase and promote cybersecurity
courses, degrees, and programs in institutions of higher education in
order to improve the diversity of the cybersecurity workforce.
(c) Membership.--
(1) Appointment.--The Task Force shall be comprised of
members appointed by the Director, in consultation with the
Secretary of Education, the Secretary of Labor, and the
Director of the National Institute of Standards and Technology,
from the following entities:
(A) Institutions of higher education.
(B) Hispanic-serving institutions.
(C) Historically Black colleges or universities.
(D) Tribal Colleges or Universities.
(E) Predominantly Black Institutions.
(F) The Cybersecurity and Infrastructure Security
Agency.
(2) Meetings.--The Task Force shall meet at the call of the
Director.
(d) Report.--Not later than 1 year after the date of the
establishment of the Task Force, and every 2 years thereafter, the Task
Force shall submit to Congress a report that contains recommendations
and guidance with respect to how to increase and promote cyber
education in institutions of higher education.
(e) Federal Advisory Committee Act.--Section 14(a)(2)(B) of the
Federal Advisory Committee Act (5 U.S.C. App.; relating to the
termination of advisory committees) shall not apply to the Task Force.
(f) Definitions.--In this section:
(1) Hispanic-serving institution.--The term ``Hispanic-
serving institution'' has the meaning given such term in
section 502(a) of the Higher Education Act of 1965 (20 U.S.C.
1101a(a)).
(2) Historically black college or university.--The term
``historically Black college or university'' has the meaning
given the term ``part B institution'' in section 322 of the
Higher Education Act of 1965 (20 U.S.C. 1061).
(3) Institution of higher education.--The term
``institution of higher education'' has the meaning given such
term in section 101 of the Higher Education Act of 1965 (20
U.S.C. 1001).
(4) Predominantly black institution.--The term
``Predominantly Black Institution'' has the meaning given such
term in section 318(b) of the Higher Education Act of 1965 (20
U.S.C. 1059e(b)).
(5) Tribal college or university.--The term ``Tribal
College or University'' has the meaning given such term in
section 316(b) of the Higher Education Act of 1965 (20 U.S.C.
1059c(b)).
